Complete Guide to Canada's 3-Year PGWP: A U.S. Plan B or the Best Path to Long-Term Residence?
Published on April 10, 2026
U.S. OPT is 1 year, with 2 extra years for STEM, while Canada's PGWP can last 3 years. Canada's post-graduation work permit is directly three times longer than U.S. OPT, with no lottery, no employer sponsor, and a direct route to Express Entry. This article breaks down the full PGWP process.
Complete Guide to Canada's 3-Year PGWP: A U.S. Plan B or the Best Path to Long-Term Residence?
Published on May 14, 2026
Every April, after the H-1B lottery results are released, Dr. G.'s office receives a wave of inquiries from students asking, "I did not get selected in the U.S. lottery. How do I move to Canada?"
My answer to every student is the same: "Canada's PGWP is the most underrated option for Taiwanese international students."
Many people treat Canada as a "U.S. Plan B," but in reality, the conditions that PGWP (Post-Graduation Work Permit) offers international students are better than U.S. OPT: a 3-year work permit vs 1 year, with 2 extra years for STEM, no lottery, no employer sponsorship requirement, and a direct route to Express Entry permanent residence. Drawing on 15 years of consulting experience, this article breaks down the full PGWP process, the restrictions under the 2024 rule changes, and the real cost-effectiveness compared with the U.S.
1. What Is PGWP? Why It Is a Hidden Gem for Taiwanese International Students
Post-Graduation Work Permit (PGWP) is an open work permit issued by Immigration, Refugees and Citizenship Canada (IRCC) to international students after graduation. Any Canadian employer can hire you, with no LMIA and no sponsorship required.

2. PGWP Eligibility Requirements After the 2024 Rule Changes
2024 was a year of major tightening for PGWP rules. IRCC updated the rules twice, on 2024-09-18 and 2024-11-01, so Taiwanese international students must read the requirements carefully.
Basic Eligibility
You must graduate from a Designated Learning Institution (DLI), and the program must be PGWP-eligible
You must be a full-time student. The COVID-era part-time exception ended in 2024-09.
The program must be at least 8 months long
You must apply for PGWP within 180 days after graduation, counted from the date of the graduation confirmation letter
You must hold a valid study permit, or your study permit must have expired within 180 days before applying for PGWP
2024-11-01 New Rules (Important!)
Item
Before 2024-11
After 2024-11
College diploma below Bachelor's
Any DLI program could apply for PGWP
Must be a PGWP-eligible field of study, aligned with labor shortage fields
Fields published by IRCC, such as STEM, Healthcare, Trades, Education, Transport
What this means for Taiwanese international students:
Studying a Master's: No field restriction, but IELTS 6.0 General is required. This became mandatory for all PGWP applications starting 2024-11-01.
Studying a Bachelor's: No field restriction, IELTS 6.0 required.
Studying a College Diploma: The program must be in an IRCC-published PGWP-eligible field, such as IT, Healthcare, or Skilled Trades.
In the second half of 2024, I met one student who had originally planned to apply for a 1-year Business Diploma in Toronto. After the 2024-11 rule change, his program disappeared from the PGWP-eligible list. He ultimately had to switch urgently to a 2-year Master's, spending an extra NTD 600,000 in tuition to preserve his PGWP eligibility.
3. How PGWP Duration Is Calculated
PGWP length = your program length, up to a maximum of 3 years.
Program length
PGWP length
8 months to less than 2 years
Same length as the program
2 years or longer
3 years, the maximum
Multiple programs at the same credential level combined
Can be combined, but specific rules must be met
Examples:
1-year Master's: 3-year PGWP, under the Master's exception, even if the program is under 2 years
2-year Master's: 3-year PGWP
4-year Bachelor's: 3-year PGWP
1-year College Diploma: 1-year PGWP
2-year College Diploma: 3-year PGWP
The Master's exception is the most important point: even a 1-year Master's program can lead to a 3-year PGWP. This is extremely attractive for Taiwanese students who want to secure status quickly.

IRCC processing time: currently about 60-90 days for applications submitted inside Canada. Applications from outside Canada may take 4-6 months.
Important: You should submit your PGWP application inside Canada while holding a valid study permit, or within 180 days after it expires. If you have already left Canada and your study permit has expired, you can only apply from outside Canada, which means a longer wait and no implied status to work.
5. Rights and Obligations During PGWP
Your Rights
Work freely: any Canadian employer, any position, not limited to your field of study
Multiple employers: you may work part-time for multiple employers at the same time
Self-employment / entrepreneurship: you may register a company or work as self-employed
Spouse Open Work Permit: your spouse may apply for an OWP and work freely
Free study permits for children: minor children may attend public K-12 schools for free
Healthcare: provincial healthcare depending on province, such as OHIP in Ontario or MSP in BC
Accumulating Canadian work experience: directly contributes to your Express Entry CRS score
Your Obligations
File taxes: all Canadian income must be reported to the CRA (Canada Revenue Agency)
Update your address: you must update IRCC within 1 week after moving
Avoid long absences from Canada: continuous absence of more than 6 months may affect a PR application
6. From PGWP to Express Entry Permanent Residence
The biggest value of PGWP is the direct route to Express Entry, Canada's mainstream permanent residence pathway.
Express Entry ranks candidates using CRS scores. Every month, IRCC draws the highest-scoring candidates from the pool and issues ITAs (Invitations to Apply). CRS has a maximum score of 1,200, with major components including:

Conclusion: Studying in Canada costs about half as much as studying in the U.S., the PGWP work permit is three times longer, and the PR timeline is 2-3 years faster. Unless you are committed specifically to Stanford, MIT, or CMU, Canada offers a higher-ROI choice.
8. Major PGWP Limitation: 2024 International Student Reduction Policy
Canada has tightened its international student policies significantly in recent years:
2024-01 International Student Cap
IRCC announced on 2024-01-22:
The 2024 international study permit quota would be reduced by 35% compared with 2023
2025 would see another 10% reduction
Each province receives its own quota, and a Provincial Attestation Letter (PAL) issued by the provincial government is required before applying for a study permit
Impact on Taiwanese international students: direct impact is small. The cap mainly affects Indian College Diploma students. Master's programs and top universities such as UofT, UBC, McGill, and Waterloo still have sufficient quota.
2024-09 Tightening of Spousal OWP
Before: spouses of all Master's / PhD students could apply for OWP
After: only spouses of students in Master's programs of at least 16 months and selected PhD fields can apply
Impact: spouses of 1-year Master's students cannot apply for OWP during the study period, though they can still apply during the PGWP stage after graduation.
2024-11 Mandatory IELTS 6 for PGWP
Before: no language requirement
After: all PGWP applications require IELTS 6.0 General, CLB 7, or French equivalent
Impact: this is usually manageable for Taiwanese students with TOEFL 100+, but they must take IELTS General before graduation. Note that this is General Training, not Academic.
9. Canadian Citizenship: The 5-Year Residence Rule
After obtaining PR, you may apply for Canadian citizenship. The requirements are more flexible than in the U.S.:
Item
Canadian citizenship requirements
U.S. citizenship requirements
Permanent resident period
At least 3 years, 1,095 days, within 5 years

Allowed
Advantages of Canadian citizenship:
Visa-free access to 185 countries, comparable to a U.S. passport
Free entry to and exit from the U.S., in some cases as a visitor for 6 months
Faster family sponsorship for spouse / parents, about 12 months
Ability to return to the U.S. for work through a TN visa, under the same treaty category as Mexico
10. Canada vs the U.S.: Which Should You Choose?
This is the decision matrix I give every student:
Your goal
Recommendation
Enter FAANG and maximize salary
U.S. CMU/Stanford/Berkeley
Secure status as quickly as possible
Canada
Tuition budget under NTD 3M
Canada, UofT, UBC, McGill
Want to stay in North America or Europe, but do not care which country
Canada, then return to the U.S. through TN after PR/citizenship
Spouse wants to work
Canada, OWP is automatic
Want to bring aging parents for retirement support
Canada, sponsor parents about 12 months after PR vs about 12 months after U.S. citizenship
Want to start a business
Canada, Start-up Visa Program and no H-1B restrictions
Care most about rankings / alumni network
U.S. Top 20
My practical advice: Only U.S. Top 20 schools are worth gambling on the H-1B lottery; outside the Top 50, I recommend going directly to Canada.
Reasons:
Outside the U.S. Top 50, the chance of entering FAANG is about 5%; non-FAANG employers are less willing to sponsor H-1B
With the same student profile, it is easier to enter Canadian tech companies from UofT/UBC/Waterloo, without relying on a lottery
After obtaining Canadian PR, you can still return to the U.S. for work through a TN visa. This gives you both options.

Special note on Waterloo Co-op: Waterloo is the only top Canadian university with a mandatory co-op model. The degree includes 4-6 four-month internships. By graduation, students often already have 2 years of Canadian work experience, giving them much higher CRS scores than graduates of other programs.
12. Common Q&A
Q1: How long can I return to Taiwan during PGWP? A: There is no hard rule, but a continuous absence of more than 6 months may affect the "physical presence" calculation for PR. Before leaving Canada, check IRCC guidance and prepare an employer letter.
Q2: Is it okay if I am not selected for PGWP? A: PGWP is not a lottery. If you qualify, it is issued. Apply within 180 days, meet IELTS 6.0, and ensure the DLI program requirements are all satisfied, and approval should be straightforward.
Q3: Can I change jobs during PGWP? A: Yes, without restriction. PGWP is an open work permit.
Q4: What if my PGWP expires before I get PR? A: You can apply for an LMIA-based work permit or return to Taiwan. But if you are already in the Express Entry pool, IRCC will often issue an ITA before your PGWP expires.
Q5: Can Canadian PR and a U.S. green card be held at the same time? A: Yes. Holding both a U.S. green card and Canadian PR is completely legal. But you must be careful with continuous residence calculations, because you need to satisfy the residence requirements of both countries to maintain both statuses.
Conclusion: PGWP Is Not a Plan B. It Is a Direct Path.
The biggest lesson from 15 years of consulting experience is this: Taiwanese international students are often too fixated on the U.S., and as a result they miss the more practical Canadian route.
PGWP gives you 3 years of free work authorization, work rights for your spouse, and a direct route to permanent residence within 1.5 years. In the U.S., this same package can take 8-14 years to achieve. Add tuition that is 50% cheaper, and Canada is in fact the king of cost-effectiveness.
My standard advice to every student:
U.S. Top 20 + CIP is STEM: take the U.S. bet
U.S. below Top 50 / non-STEM program: apply directly to Canada, targeting UofT/UBC/Waterloo
Not selected in the first H-1B lottery: start a Canadian Express Entry profile immediately and prepare Plan B
After obtaining Canadian PR: you can still return to the U.S. through TN, provided you later become a Canadian citizen and become TN-eligible
Canada is not a "U.S. Plan B." For 80% of Taiwanese international students, Canada is the direct path, while the U.S. is the high-stakes Plan B.
